First, look locally for the cheapest cell phone. You'll know it works in your service area, and you'll save on shipping and even price. Check you local penny saver or community classified paper and Craig's List.
Go to thrift stores and pawn shops where you can sometimes get a basic cell phone almost for free. Even if they don't have cell phones, ask if you can leave your information in case one comes in.
By shopping around during certain times of the year, you can find some freebies. Look for things like, "Free activation" or "No activation fees."
Look at websites dedicated to selling used or refurbished cell phones at bargain prices. Auction sites such as eBay also sell used phones, and have a feature that allows you to plug in your zip code to make sure the phone is served in your area.
Other freebies to look for: Free trials on text messages or media packages, or even getting the second line free for several months.
For the average person, the best value will come from a contract, not a prepaid plan, especially since you can usually get unlimited night and weekend minutes and even mobile-to-mobile minutes.
